While you can disagree on economics terms, this prejudice against an entire people (“importing these humans”) is not acceptable (or specify that you only mean the people who commit the crimes).
Do we have to specify anything nowadays? I do not think so. It is very clear that I mean the criminals, because I mentioned countries such as Canada.
